The Short Answer

Form SSCS1 appeals a benefit decision by post; an online service does the same job for most appeals. Either way you need the mandatory reconsideration notice, and the deadline is one month from receiving it. Appealing is free. The form asks whether you want to attend the hearing, and that answer changes how the case is decided.

GOV.UK publishes SSCS2 for Child Maintenance, SSCS5 for HMRC decisions and SSCS7 for Vaccine Damage Payment. For PIP, SSCS1 is the form.

What You Need Before Starting

Three things. GOV.UK lists them: your National Insurance number, the details of any representative helping with the appeal, and your mandatory reconsideration notice — or, where one was not required, the explanation from your decision letter.

Appealing without a previous reconsideration is not possible for PIP. GOV.UK states that "if you apply for an appeal without a previous re-determination request, your request for an appeal will not be accepted" in the equivalent Scottish process, and the PIP position is the same: the reconsideration comes first.

The Question That Changes the Case

Whether you want to attend the hearing. GOV.UK states the consequence: "If you do not attend, your appeal will be decided on your appeal form and any supporting evidence you provide."

Attending lets the panel ask about the activities directly, which is where a written form is usually thin. It also lets you correct anything in the assessment report that does not match your account.

What to Say on the Form

Name the activities, not the outcome. "The decision is wrong" gives a panel nothing to work with. "Activity 9 was scored at descriptor b; I say descriptor c applies because my sister attends appointments with me and I cannot complete them alone" gives them the whole question.

Work from the points section of the decision letter. Most disagreements sit in two or three rows, and those rows are the appeal.

After You Submit

The department responds, and you get a copy. GOV.UK states that the appeal is sent to the department that made the decision, which responds explaining why, and that you receive a copy of the response.

Creating an online account afterwards lets you track progress, upload evidence, make a statement and request an audio recording of the hearing later. GOV.UK warns that an appeal "might be delayed" unless evidence is sent as soon as possible, you arrive on time, and any representative is registered promptly.
