The Short Answer
A PIP award does not reduce Council Tax by itself, but three separate schemes may apply and each is claimed from your council. The disabled band reduction moves the bill to the next lowest band. The severe mental impairment discount can remove the bill entirely. Council Tax Reduction is a means-tested scheme set locally. The DWP does not notify the council of any of them.

The Disabled Band Reduction
It turns on the property, not on the benefit. GOV.UK states you may be eligible "if you live in a larger property than you would need if you or another occupant were not disabled", and that a qualifying bill "will be reduced to the next lowest Council Tax band".
The evidence required is specific. You have to show either "an extra bathroom, kitchen or other room that you need for the disabled person" or "extra space inside the property for using a wheelchair". The property must be the main home of at least one disabled person, who does not have to be the person paying the bill.
A property already in Band A cannot move down a band, so GOV.UK provides a 17% discount instead.
The Severe Mental Impairment Discount
This is the largest of the three and the most often missed. GOV.UK sets a 100% discount where you qualify as severely mentally impaired and either live alone or share only with others who are severely mentally impaired or full-time students.
Two smaller variants apply. There is a 25% discount where you live with someone who qualifies and there are no other counted adults, and a 50% discount where everyone else in the household is disregarded.

Qualifying normally requires a doctor's certificate and receipt of a qualifying benefit. PIP daily living is among the benefits councils accept for that purpose, which is the link between a PIP award and this discount.
Council Tax Reduction
Means-tested, and set by each council rather than nationally. The scheme replaced Council Tax Benefit and every council designs its own, so the amount and the capital limits differ by area.
PIP itself is not counted as income in these schemes, but the other money in the household is. A PIP award can also passport a claim by establishing disability for the council's own rules.
The capital rules follow the same shape as Universal Credit's in most schemes: an award tapering between £6,000 and £16,000, and nothing above £16,000. Each council publishes its own, so the local scheme is the one to read.

Nothing Arrives Automatically
The DWP does not tell your council anything. Each scheme has its own application, and each asks for the PIP decision letter.
That letter is the document to keep. A replacement can be requested from the PIP enquiry line on 0800 121 4433, Monday to Friday 9am to 5pm, and it takes several days.

Where This Sits
Council Tax is one of several entitlements a PIP award opens, and like the others it is claimed rather than given. The full list, including the Universal Credit carer's element at £209.34 a month and the disabled child additions, is on extra amounts.
