The Short Answer

No. DWP has not restarted moving adult DLA claimants to PIP, and its statistics of 15 September 2026 say new invitations are not currently being sent out. DWP told the press in July 2026 that it is reviewing a random sample of cases before transfers resume. DWP has not announced a restart date. If an invitation letter does arrive, you have 28 days to claim PIP, and your DLA continues until at least 28 days after the PIP decision.

What this means for your payments

  • Who is affected: Adults getting DLA who were under 65 on 8 April 2013.
  • What changes to your money or your payment date: No change. DLA continues as it is.
  • From when: DWP has not announced a restart date.
  • What you need to do: Nothing until DWP writes to you, unless your circumstances change.

Has DWP Restarted DLA to PIP Reassessments?

No. DWP's PIP statistics published on 15 September 2026 state that "new invitations to claim PIP for working age DLA claimants are not currently being sent out". A DWP spokesperson told Disability News Service on 30 July 2026: "We are not currently resuming the transfer of remaining adult claimants on DLA to PIP."

The same statement says a reassessment now happens only if someone "reaches 16, reports change in circumstance or voluntarily claims PIP". DWP added that it is "reviewing a random sample of 3,000 cases" to decide what support is needed "when active transfers resume". The DLA to PIP guide explains how the original transfer worked.

Who Would Be Invited to Claim PIP?

Adults getting DLA who were under 65 on 8 April 2013, meaning born after 8 April 1948, are the people DWP can invite to claim PIP. Regulation 3 of S.I. 2013/387 bars an invitation to anyone who was 65 or over on that date. GOV.UK states: "If you were born after 8 April 1948, DWP will invite you to apply for PIP."

GOV.UK also states that you "do not need to do anything until DWP writes to you about your DLA unless your circumstances change". Lifetime and indefinite DLA awards fall within these rules.

What Does the Invitation Letter Ask You to Do?

An invitation letter gives you 28 days to claim PIP, and it must explain that your DLA will end if you do not claim. Regulation 7 requires the letter to state the last day of the claim period and tell you how to claim. The steps are:

  1. Call the PIP new claims line on 0800 917 2222, Monday to Friday, 8am to 5pm, before the date in your letter.
  2. Complete the "How your disability affects you" form, usually within 1 month of receiving it.
  3. Attend an assessment if DWP asks you to.

DWP may extend the claim period under regulation 8. The PIP2 Form explains the form question by question.

What Happens to Your DLA While PIP Is Decided?

DLA continues until at least 28 days after DWP decides your PIP claim, and PIP payments start when DLA ends. GOV.UK states: "If you're eligible for PIP, you'll start getting PIP payments as soon as your DLA payments end."

If you do not claim in time, regulation 9 suspends your DLA. Regulation 10 then gives a further 28 days, and claiming within them reinstates DLA "as if the suspension of the entitlement had never taken effect". Without a claim, DLA ends from the suspension date. Under regulation 13, DLA also ends if you fail without good reason to return information or attend an assessment.

Is Anyone Over State Pension Age Included?

Yes. People who were under 65 on 8 April 2013 can be invited, and regulation 27 lets them get PIP even if they are now over State Pension age. People who were 65 or over on that date keep DLA "as long as you're eligible for it", according to GOV.UK. The wider age boundaries are covered separately.
